A legal distinction as much as a social one.
Some of the neighborhoods of Temma were smaller villages and town, swallowed by the great city as it grew. After the fall of the Dragon Empire, the city re-organized itself. The city was divided into several wards, or borroghs, to allow for easier tax collection and law enforcement. Over time, those divisions delegated back to their old names and distinctions.
